Philippine Finance Secretary Cesar Purisima and Japan International Cooperation Agency (JICA) Chief Representative Noriaki Niwa has signed a loan agreement worth Php97 billion, allowing the Philippine government to construct a commuter railway connecting Tutuban, Manila and Malolos, Bulacan.
The North-South Railway Project (NSRP) of the Department of Transportation and Communications (DOTC) involves the construction of about 37km new elevated commuter railway from Malolos, Bulacan to Tutuban, Manila; procurement of rolling stock; and installation of electro-mechanical systems.

The NSRP is just Phase 1 of the DOTC’s overall railway project. Phase 2 involves the construction and rehabilitation of approximately 653km commuter railway operations from Tutuban to Calamba and long haul rail operations on the branch line from Calamba and Batangas and extension from Legaspi, Albay to Matnog, Sorsogon.
Both projects aim to ease the congestion in Metro Manila and nearby provinces.
