CAN NON-GOVERNMENTAL ORGANIZATIONS (NGOs) participate in carrying out government projects using public funds?
By now, the question may seem moot considering reports that pork barrel funds flowed freely to bogus non-governmental organizations; but as we say in the PCIJ, it’s the context and the background that matters a lot.
Last month, the Commission on Audit released a controversial report revealing how line government agencies funneled huge lumps of pork to NGOs that were not authorized to carry out government projects.
