As for why the heart icon, Twitter says that it is more expressive and is a universal symbol that resonates across languages, cultures, and time zones.

The new hearts icon has already rolled out on Twitter for iOS and Android, twitter.com, TweetDeck, Twitter for Windows 10, Vine Android app, and Vine website. It will soon rollout to Vine for iOS and Twitter for Mac.
